Yes it is but in Galicia it's not as high. In the Basque country it's close to 90% and in Aragon, Catalunya, Navarra and I believe northeast Castilla it's close to 80%.
Pasiegos must be the reason of the E percentages in Galicia.
Well, I think the E Y-DNA has to do with the original populations in the region who most likely came from North Africa, later I think we see R1b coming into the peninsula through France and this is probably why the higher percentages of R1b are found in the parts of Iberia closest to the French border.
