    Of course, any rational and objective man understands that none of these rulers actually killed millions of people by themselves, but it's rather their reign and soldiers under their influence and political power that caused a lot of deaths.

    Most members are going to vote emotionally, based on propaganda they've been indoctrinated with or if a certain politician was responsible for killing someone from their own tribe (for example, Kurds voting on Atatürk, because humanity revolves around the Kurdish people and Jews voting on Hitler because dubious and vague crimes against Jews count more than real historical ethnic cleansing and genocides).

    Here are some less well known rulers whose reign resulted in a lot of killing, most of which are from the 20th century:

    Stalin or Mao. Hmmm. If we accept the low range for Mao then it is definitely Stalin. I guess I vote Mao because he most likely holds this title.

    I don't have any estimates for how many Muhammed killed, but he did kill a lot of people, mostly his own and some Arabian Jews. Jesus however, didn't kill anyone. Blaming him for what European Christians have done isn't fair, he even advocated non-violence.

    Stalin. Gulags, mass murder, famine, irresponsible way of losing lives during world war 2. This guy is "above competition" imo.

    Muhammed and Jesus were not mass murderers, those who used their ideology to kill ARE. karl Marx is not a murderer either.
